Barriers to Implementing Medical-Legal Partnerships for Survivors of Intimate Partner Violence: Qualitative Perspectives from the Veterans Health Administration

The authors aimed to identify barriers and facilitators to the implementation of medical-legal partnerships (MLPs) for survivors of intimate partner violence (IPV) within the Veterans Health Administration. Through qualitative interviews with clinical staff, they found that challenges such as COVID-19 disruptions, organizational issues, liability concerns, and limited knowledge of legal services hinder MLP effectiveness, while also identifying modifiable factors that could improve service delivery. The study highlights opportunities for enhancing access to civil legal assistance for veterans experiencing IPV.
